Net 1.1 sp1 silent install

I have been using the clean-up tool between each install also. But still, it will not install. Can someone please tell me how I can get this to install, or do I really even need it? Can't i just do something to get it to stop wanting me to install it if I can't fix it.. I'm really tired of trying but will keep at it. Can't let a machine get the best of me.. All help greatly appreciated.

NET can be installed via svcpack. For me, it didn't execute.
